The mission of Eastern WV Transitional Living is to strengthen West Virginia communities by providing safe, recovery-oriented transitional housing and supportive services for individuals impacted by substance use and justice involvement. Through stable housing, individualized support, and strong community partnerships, the program promotes long-term recovery, reduces recidivism, and supports successful reintegration as healthy, contributing members of society.

To build a West Virginia where individuals impacted by substance use and housing instability have access to safe transitional housing, recovery-oriented support, and meaningful opportunities to rebuild stable, healthy lives within their communities.


The initiative is currently in the startup and development phase. We are actively pursuing public and private funding to support the launch of transitional housing and recovery-oriented support services in West Virginia.
Once funding is secured, detailed information will be published on this site, including how the program operates, the referral and application process, eligibility criteria, and available services. Program policies and procedures will be developed in alignment with funding requirements, community partnerships, and applicable regulations to ensure responsible and effective implementation.

We are committed to developing and operating a transitional living program grounded in best practices, ethical standards, and community accountability. The following commitments reflect the guiding principles that will inform program implementation as funding is secured and services are launched.
Housing Philosophy
The program is designed to provide safe, structured, and supportive transitional housing for individuals working toward stability and recovery. Housing is viewed as a foundational component of well-being and long-term success. The program emphasizes personal responsibility, mutual respect, and supportive accountability while promoting a stable living environment that encourages growth and independence.
Recovery-Oriented Approach
The program is guided by a recovery-oriented framework that recognizes recovery as a personal and individualized process. Services will emphasize strengths, self-determination, and goal setting while supporting participants in building skills, community connections, and sustainable pathways to long-term stability. Collaboration with treatment providers and community-based recovery supports will be central to this approach.
Trauma-Informed Commitment
We are committed to operating within a trauma-informed framework. This includes recognizing the prevalence and impact of trauma, promoting physical and emotional safety, fostering trust and transparency, supporting empowerment and choice, and avoiding practices that may re-traumatize participants. Policies and staff practices will be developed to reflect these principles.

The initiative is designed to serve adults impacted by substance use disorders, housing instability, and justice involvement who are seeking a structured, recovery-oriented living environment. Priority populations may include individuals transitioning from treatment settings, incarceration, or homelessness, subject to funding requirements and community partnerships.

The initiative is committed to strong collaboration with local service providers, treatment programs, justice partners, and community organizations. Partnerships will support coordinated care, referrals, and access to essential services including behavioral health, healthcare, employment, education, and legal support.
As funding is secured and services are launched, Eastern WV Transitional Living will track and evaluate program outcomes to measure effectiveness and guide continuous improvement. The program’s intended outcomes include increased housing stability for participants, successful completion of the transitional housing program, and sustained engagement in recovery-oriented and supportive services. Additional goals include reduced justice system involvement, improved access to behavioral health and healthcare services, increased participation in employment, education, or vocational training, and strengthened community connections that support long-term stability and reintegration.
Program outcomes will be monitored using participant progress indicators, service engagement data, and completion metrics in alignment with funding requirements and community partner expectations. Data collected will be used to inform program development, ensure accountability, and support responsible stewardship of public and private funding.

Program policies and operations will comply with applicable federal, state, and local regulations, including fair housing laws, funding requirements, and reporting standards. Oversight and quality assurance processes will be implemented to support accountability, transparency, and continuous improvement.
The program operates under nonprofit governance standards and board oversight in accordance with applicable laws and funding requirements.
